RNC Processor Load Management

Load balancing is activated at every call set up in the Serving RNC (SRNC). In
the Drift RNC (DRNC) load balancing is activated at the first Cell or URA
update and at Iur Handover.

The most time consuming task for the Module MP (mMP) is handling the UEs.
Figure 1-14 above shows a situation where the UEs are primarily located in cells
controlled by mMP2. Without load balancing most UE handling is done by
mMP2. When load balancing is active the two mMPs share the load equally from
the unevenly distributed UEs.
Load control attempts to regulate the CPU load not to rise above 85%.
